The Russell Commission was set up to create a new framework for youth action and engagement. The Commission recommended the creation of a dedicated group to take the lead in delivering the new framework in England – which was launched as v in May 2006.
v exists to inspire a new generation of young volunteers (aged 16-25) in England and enable a lasting change in the quality, quantity and diversity of youth volunteering. The aim is to create a culture where it is natural for young people to volunteer, and natural for organisations to support them in doing so, because the benefits of volunteering are widely understood and celebrated.
